2023 STOP Solicitation

The Students, Teachers, Officers Preventing (STOP) School Violence Grant Program is designed to improve K-12 school security by providing students and teachers with the tools they need to recognize, respond quickly to, and help prevent acts of violence and ensure a positive school climate. The STOP School Violence Act of 2018 gave the Department of Justice the authority to provide awards to grantees to implement evidence-based school safety programs and technology.

These awards are provided through the Bureau of Justice Assistance (BJA), Office of Community Oriented Policing Services (COPS Office), and Office of Juvenile Justice and Delinquency Prevention (OJJDP).

BJA 2023 STOP Solicitation Information

The anticipated funding available through the FY2023 BJA STOP School Violence Grant Program is 10 awards of up to $2,000,000 each in Category 1, and 75 awards of up to $1,000,000 each in Category 2. Each award is three years (36 months) in duration.

The program seeks to increase school safety by implementing:

  • training that will improve school climate using school-based behavioral threat assessments and/or intervention teams to identify school violence risks among students;
  • technological solutions such as anonymous reporting technology that can be implemented as a mobile phone-based app, a hotline, or a website in the applicant’s geographic area to enable students, teachers, staff, and community members to anonymously identify threats of school violence;
  • training for school personnel and education for students on preventing school violence, including strategies to improve a school climate;
  • specialized training or specialized non-training policies for law enforcement who work in schools.

The anticipated funding available through the FY2023 COPS STOP School Violence Grant Program is 235 awards of up to $500,000. Each award is three years (36 months) in duration.

The goal of the School Violence Prevention Program (SVPP) is to improve security at schools and on school grounds through the implementation of evidence-based school safety programs and technology. SVPP awards will contribute to this goal by funding projects which include support for:

  • coordination with law enforcement,
  • training for local law enforcement officers,
  • purchase and installation of certain allowable equipment and technology,
  • or other measures to significantly improve school security.

OJJDP 2023 STOP Solicitation Information

The anticipated funding available through the FY2023 OJJDP STOP School Violence Grant Program is 22 awards of up to $1,000,000 each. Each award is three years (36 months) in duration.

The OJJDP FY 2023 Enhancing School Capacity To Address Youth Violence program supports targeted efforts to address youth violence through implementing evidence-based prevention and intervention efforts in a school-based setting (K – 12th grade only). The goals of the program are to:

  1. reduce the incidence of school violence through improved school safety and climate and
  2. prevent youth violence, delinquency, and victimization in the targeted community.
